Call to Caucus: 2008 First Congressional District and State Party Conventions

The Fredericksburg Democratic Committee announces it will hold an assembled caucus beginning at 12:00 PM on Saturday, April 19, 2008, in Room 139, Combs Hall, located on the campus of UMW at 1301 College Ave. The purpose of the caucus will be to elect 5 Delegates (3 for Sen. Barack Obama and 2 for Sen. Hillary Clinton) and 3 Alternates (2 for Sen. Barack Obama and 1 for Sen. Hillary Clinton) to the First Congressional District Democratic Convention, to be held Saturday, May 17, 2008 from 1:00 until 4:00 PM, at the Williamsburg Marriott, 50 Kingsmill Road, Williamsburg, Virginia 23185, and the Virginia State Democratic Convention, to be held Saturday, June 14, 2008 at 9:00 AM, at the Hampton Roads Convention Center, Hampton, Virginia.

Purpose

Delegates to the First Congressional District Democratic Convention shall nominate a Democratic Party candidate to the United States House of Representatives, representing Virginia's First Congressional District; and elect 3 National Delegates (1 Male and 2 Female) for Sen. Barack Obama, one National Delegate (1 Male) for Sen. Hillary Clinton, one National Alternate (1 Male) for Sen. Barack Obama to the Democratic National Convention; and one Elector from the First Congressional District Democratic Convention to the Democratic National Convention.

These same Delegates will also participate in the Virginia State Democratic Convention and shall elect 11 pledged Party Leaders and Elected Official ("PLEO") Delegates, 2 Unpledged Add-On Delegates, 18 At-Large Delegates, and 3 At-Large Alternates to the Democratic National Convention; elect 2 Democratic Electors; and elect 4 Members (2 men and 2 women) to the Democratic National Committee.

Pre-filing

Those persons wishing to have their names placed on the ballot at the Caucus as a Delegate or Alternate must file with Amy LaMarca, Chair of the Fredericksburg Democratic Committee, P.O. Box 1261 Fredericksburg VA 22402-1261 or via email at chair@fredericksburgdem.org no later than 5:00 PM on Thursday, April 16, 2008. A voluntary administrative filing fee of $20.00 (which may be waived for reasons of financial hardship) will be charged for filing to be a Delegate or Alternate; checks should be made payable to the Fredericksburg Democratic Committee and accompany the form. The application includes the name, address, phone number, and email address of the person filing. The application may be downloaded at www.fredericksburgdem.org.

There is no charge for those wishing to attend and vote at the caucus.

Conduct of the Caucus

Doors to the caucus will open for check-in at 12:00 noon. Any person attending the caucus shall sign a standardized Caucus Participation Form stating that he or she is a Democrat; does not intend to support any candidate who is opposed to a Democratic Party nominee in the ensuing election; is not a member of any other political Party; has not participated and will not participate in the nominating process of any other Party for the 2008 Presidential election; and is a registered voter in the City of Fredericksburg, Virginia. These forms must be filled out before participating in the caucus. At 12:30 PM, the doors to the caucus will be closed and no person may participate in the caucus with the exception of those persons in line.

The Chair of the Fredericksburg Democratic Committee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. Until the adoption of the Rules, the order of the Caucus shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert's Rules of Order, and the Virginia Democratic Party Plan.
